GSS-IT ALLIANCE

GSS, based in Houston, Texas selected Xalles to create the business model and implementation plan for the launch of a new type of strategic IT Alliance. The selection was made in early 2003 after discussions and negotiations between principals concluded in December of 2002.

Jaime Garcia, the founder and President of GSS, has led the initiative to establish an alliance in his field of expertise after a detailed review of the marketplace for government enterprise system products and services. “We reviewed what was available in the market and determined that firms remain specialized in order to stay current and competitive in their area of expertise. The problem facing government IT purchasers is that these specialized products and services do not always integrate well together, and costs of fielding a complete solution can become prohibitive. We wanted to find a way of fielding end-to-end solutions while keeping costs attractive to potential buyers,” stated Garcia.

The initiative has led to the formation of an advisory board which has helped shape the working concepts for what Garcia calls the ‘virtual corporation’. Xalles has been tasked with creating the overall structure and detailed rules of engagement that will make the alliance successful. The IT Alliance will attract best in-class information technology product and service providers and will package solutions for public and private marketplaces.

Xalles is providing a variety of services to GSS for the IT Alliance including some interim management personnel, business and service design, and marketing strategy services. The launch is planned for the second-quarter of 2003. “We are currently working aggressively to finalize the business rules that will best support the structure that has been designed over the past few months,” said Thomas Nash, Chairman and CEO of Xalles Limited. “We are anticipating an attractive set of value-added services to be available through the new IT Alliance .
